yes, if it can hotspot to another wireless connection but if you're going to do that, just connect them all to the wireless connection without the hotspot...
I'd love to do that as it seems to be the logical thing that
ought to work. But just enabling the wifi doesn't put the phone
in router mode. Instead, it seems to be waiting for the
"gateway" to respond, and that "gateway" is the cell service.

I suppose I could rig up an used ancient wifi router and operate
that for this purpose.
that's the easiest and it doesn't have to be that ancient, either... as long as it supported the wireless protocols needed by each of your
devices it should be OK...
