Even though you can send file attachments with email?
sorry, didn't know they were separate (don't think 2.30c had email attachments?)
v2 had email (and netmail) file attachments too.
doesn't seem like you'd need the overlapping features then, yeah.
The primary advantage to user-to-user file transfers (or file attachments to mail) was that a single file could be "sent" to multiple users without making copies of it.
